AUVSI TOP – Is It All Over But The Crying?

Is the Trusted Operator Program toast and what should AUVSI do to save face and members if this turns out to be another awkward and off-putting catastrophe? I called it early on suggesting that executive leadership may want to preemptively call in the NTSB for the impending “smouldering crater” that would be TOP. Was it because I take some kind of pleasure in its demise? No. Maybe if I were peddling a competing product, I’d be crowing about how we got another crack at getting granny’s pension (VC money) back. But that’s not how I roll. I wish they could pull a victory out of the hat, but they are apparently incapable of mustering any semblance of success, besides that bestowed upon them by the FAA. Bootlicking has its privileges, and that privilege, in this case, is apparently screening access to government employees.

I don’t think the TOP program was a bad idea; it was something akin to what I had suggested to executive leadership years ago. We had a similar concept of member benefits at the RCAPA before the 2007 FAA policy clarification. The problem with the program (a little more free consulting because I care about the industry) was that ideas and initiatives are never made for the benefit of the membership beyond the inner circle of executive leadership and the board. #benefit

The leadership symbiosis works like this: the board will keep the big Wynne around as long as the consulting contracts are rolling in, and the big Wynne will keep playing his part in the association’s dying show as long as the salary and bonuses are rolling in. Where does that leave the membership? It leaves them fending for themselves to realize the $82 billion (rumors are that the past CEO is saying the forecast was wrong, he thinks more like a trillion $), financially supporting an irrational program, and making excuses why they can’t disengage from self-destructive and codependent behavior.

What are the current benefits of membership, and what should they be? Are they clinking glasses at the cocktail parties with the premium member charlatans? (Poor old Granny spent a life scrimping and saving just to miss out on a lot of partying on her nickel.) Is it a clear and concise message to our elected federal representatives, or qualified representation in committees, or possibly a bulwark against regulatory overreach? I ask members why they support the spectacle, and the only thing they can say is, “It’s the only game in town.” The member follow-up is usually, “Let’s start something new.” I keep hearing that, but you’re not knocking the +/- $30 million a year AMA and AUVSI advocacy aristocracy out of the box on goodwill and the best of intentions.

Whatever the case, if we were able to start up a disruptive new group of experts, we would have to contend with pushback from the Chinese toy company Cabal, VC funded half-wits busy peddling products and whistles on plow drone services. Then there is the FAA, and those folks have a real aversion to anything besides major league bootlickers, toadies, and the potential off-ramp contract sycophant. You’ve got to be capable of compartmentalizing what is left of your dignity, endure glib lies, and grovel with a smile on your face.

Those of you looking for free consulting in the solutions section that usually follows will be disappointed. I am no longer casting pearls before the swine when professional CEO’s would rather pay handsomely for terrible advice.

AUVSI Trusted Operator Program

B4UFLY Updates Coming Soon

The Federal Aviation Administration (FAA) has partnered with Kittyhawk to redevelop B4UFLY to further our safety mission and create a new and improved mobile application to help recreational drone operators learn where they can and can’t fly. The project is being done at no cost to the FAA. The B4UFLY App will continue to be available to the public until the new App is deployed. The data will continue to be updated but no new features will be added.

“We want to provide drone pilots with the best tools possible so they fly safely and responsibly,” said Acting FAA Administrator Dan Elwell. “As drone sales increase and our nation’s airspace becomes busier and more complex, it’s vital that we work smarter and partner with the private sector to develop innovative products that advance safety.”

The FAA and Kittyhawk’s February 13, 2019 agreement will provide the public with a simple, easy-to-understand mobile application that provides situational awareness for recreational drone pilots. The FAA and Kittyhawk plan to launch the new app later this year. FAA Selects Kittyhawk as Sole Provider of New B4UFLY Application

Drone-based methane detection from SPH Engineering and UgCS

The second-generation Laser Methane Copter by SPH Engineering and PERGAM transfers high-precision data on the go. This solution answers the need for a safer ready-to-use drone-based detecting system for every company that produces, transfers or uses methane.

Natural gas pipeline surveys, tank inspections, landfill emission monitoring, gas well testing, plant safety audits — there are many applications for Laser Methane Copter. LMC G2 is a second-generation product and is the latest creation of PERGAM, a manufacturer, distributor and service provider of world-leading gas leak detection systems and SPH Engineering, a UAV system integrator and software developer.

The high-sensitivity (1 to 50’000 parts per million per square metre) laser methane gas detector can pick up even the tiniest leaks from the height of 30 metres. The device is only sensitive to methane, so it is not possible for false readings to be made as a result of the presence of other gases. By beaming a laser light at a specific spectral range – 1.65 micrometres – the sensor captures its reflection, and where gas is present along the path of

the laser path, the light is partially absorbed. The concentration of methane is calculated and displayed instantly.

The flying platform is based on DJI M600 and M600 Pro drones, which offer extended flight time (up to 25 minutes) and a 5-kilometre range for data transmission. It is equipped with an HD camera for maximum accuracy of image composition and capture. LMC G2 is really easy to operate and transport, allowing companies to cover vast areas.

The LMC G2 onboard UgCS data logger, designed by SPH Engineering, saves the gas detector’s data in .txt format and transfers it instantly to the remote control system of the drone pilot or to UgCS desktop software. This allows operators to detect leaks in real time, without having to wait for the drone to finish its mission and land. This means faster response times and the ability to verify the precise location of the leak by returning to the detected

point. UgCS software allows for the drone to be flown at a constant height — even over rough and mountainous areas, as its 3D maps and terrain-following mode can cope with any kind of landscape.

Boeing introduces new unmanned system for global defense customers

Boeing [NYSE: BA] has introduced its newest unmanned platform, the Boeing Airpower Teaming System.

Designed for global defense customers by Boeing Australia, it is the company’s largest investment in a new unmanned aircraft program outside the United States.

The aircraft will complement and extend airborne missions through smart teaming with existing military aircraft.

A model of the Boeing Airpower Teaming System was unveiled at the Australian International Airshow by the Australian Minister for Defence, the Hon. Christopher Pyne MP. As a research and development activity, the Australian Government and Boeing will produce a concept demonstrator called the Loyal Wingman – Advanced Development Program that will provide key learnings toward the production of the Boeing Airpower Teaming System.

“The Boeing Airpower Teaming System will provide a disruptive advantage for allied forces’ manned/unmanned missions,” said Kristin Robertson, vice president and general manager of Boeing Autonomous Systems. “With its ability to reconfigure quickly and perform different types of missions in tandem with other aircraft, our newest addition to Boeing’s portfolio will truly be a force multiplier as it protects and projects air power.”

The Boeing Airpower Teaming System will:

— Provide fighter-like performance, measuring 38 feet long (11.7 metres) and able to fly more than 2,000 nautical miles

— Integrate sensor packages onboard to support intelligence, surveillance and reconnaissance missions and electronic warfare

— Use artificial intelligence to fly independently or in support of manned aircraft while maintaining safe distance between other aircraft.

“This aircraft is a historic endeavor for Boeing. Not only is it developed outside the United States, it is also designed so that our global customers can integrate local content to meet their country-specific requirements,” said Marc Allen, president, Boeing International. “The Boeing Airpower Teaming System provides a transformational capability in terms of defense, and our customers – led by Australia – effectively become partners on the program with the ability to grow their own sovereign capabilities to support it, including a high-tech workforce.”

First-of-Their-Kind Drone Swarms to Restore Oregon Rangelands

Seattle-based DroneSeed and The Nature Conservancy Oregon have signed a contract to utilize drone swarms to restore rangelands affected by invasive species and re-seed native plants, which is vital to conservation of the ecosystem and imperiled species, like the sage-grouse. The contract with DroneSeed provides The Nature Conservancy access to drone swarm technology designed to scale to plant and protect significant acreage while planting in precision areas to boost survival rates.

The aircraft operate in swarms of up to five drones and as a group service greater area faster despite terrain. To provide precision seeding, the company uses software to aerially deploy seed vessels to targeted areas, called microsites, where they’ll grow best. To service significant acreage, DroneSeed’s heavy lift aircraft carry 57 lbs. of seed vessels per drone. These vessels improve seed survival by reducing desiccation or ‘drying up,’ which is a common problem on arid rangelands. DroneSeed will be aerially deploying its own proprietary seed vessels and vessels developed by The Nature Conservancy and its partners.

DroneSeed is the first and only company approved by the FAA to operate with swarms of up to five aircraft weighing more than 55 lbs.

Restoration of sagebrush steppe habitat in the western U.S. is a significant challenge. The sagebrush steppe is being lost at an alarming rate – only 50 percent still exists, with the remaining 50 percent at risk of being lost in just the next 50 years. More than 350 species of wildlife depend on this habitat as do rural ranching communities. Both people and nature are challenged by invasive weeds and increasingly large and frequent wildfires. Many groups, such as federal and state governments, NGOs, and the ranching industry are rising to the challenge, but need new tools to be successful. The Nature Conservancy is working across the west to explore new ways to increase success and reduce costs.

Jay Kerby, Southeast Oregon Project Manager at The Nature Conservancy said, “Working with research partners, we have been testing a variety of high-tech solutions for restoration seeding. We’re excited to get some first-hand experience with the new options that drones could provide, such as improved precision of mapping and seeding priority treatment areas. For this project, we’ll be mapping about 75 acres of sagebrush habitat with scattered weed patches that are inefficient to target and treat with conventional methods. We are always looking for ways to innovate, especially when it can help us increase the pace and scale of habitat restoration to benefit both nature and people. The drone swarm technology and its design for scalable planting have future implications. The organization Nature4Climate recently published in a peer-reviewed paper that ‘natural climate solutions’ such as restoring rangelands, planting forests, and conserving habitat could provide 1/3 of the global emissions reductions called for under the Paris Agreement. The Nature Conservancy is a partner of Nature4Climate with the International Union of Concerned Scientists, UN-REDD, The World Resources Institute, and the Woods Hole Research Center.

DroneSeed’s technology has numerous applications for industry post-wildfire. DroneSeed recently completed its first post-fire forestry project for one of the top five timber companies in the U.S., which was impacted by the Grave Creek Fire near Medford, OR which burned over 7,000 acres. Rather than planting seedlings that require a two-year wait to grow in greenhouses, they opted to plant immediately with DroneSeed’s seed vessels and reduce later vegetation clearing costs.
